In a stand mixer bowl, mix together the milk, yeast and 1/4 cup sugar. Let stand for 5 minutes or until foamy.

Add flour, eggs and salt. Mix until combined, then continue kneading for 5-7 minutes, or until the dough is smooth and elastic. You can also do this manually. Let the dough rise for an hour, or nearly double the size.

Meanwhile, in a small pot, cook the blueberries, lemon zests, and the remaining 1/4 cup sugar over medium heat. Boil for about 5 minutes, or until the mixture reaches jam-like consistency. Set aside to cool.

Once the dough has risen, pour it onto the surface of the slightly floured and roll into the rectangle. Spread with blueberry mixture, leaving 1/2-inch border around the edges. Start with the long side and roll up tightly, but be careful to make sure the fill remains in place.

Cut evenly into 12 rolls and place in a greased 9 x 13-inch baking dish. Gently cover the lid and allow for 30 minutes to rise.

Preheat the oven to 350 degrees. Bake the rolls for 25-30 minutes or until golden brown.

In a small bowl, stir together cream cheese, lemon juice and powdered sugar. Spread in warm rolls and serve.
